Governor Amado T. Espino and DA Region I Director Valentino C. Perdido led the turn-over program at the RPC compound in Tebag East, Sta. Barbara.
The RPC will now be operated and managed by the ALBACOPA Federation of Cooperatives and the Pangasinan Federation of Irrigator’s Association (PFIA).
The state-of-the-art rice processing facility that houses modern grain dryers, rice mills, storage, and packaging equipment is a grant from Korea through the Korean International Agency (KOICA). Its operation started in September 2011.
The facility was established to improve the efficiency of rice postproduction and distribution system, reduce postharvest losses and maximize the utilization of rice by-products.
In their proposed business plan, ALBACOPA and PFIA will assist at least 2,600 rice farmers through seed and fertilizer provision, land preparation, postharvest, and marketing services. They are planning also to buy at least 25,000 bags of paddy and sell minimum of 15,000 bags or rice monthly.
PALBACOPA is currently engaged in trading of farm inputs, rice, and corn; while the PFIA has a farm area of at least 30,000 hectares that is a potential source of paddy for the RPC.
"Magandang pagkakataon ito na ibinigay sa atin ng Department of Agriculture at Provincial Local Government Unit upang makita kung paano patakbuhin nating mga farmers ang napakalaking structure na ito," said Oftociano Manalo, president of PFIA, in his acceptance message.
According to the Philippine Center for Postharvest Development and Mechanization (DA-PHilMech), the RPC National Project Management Office, three RPCs located in Iloilo, Bohol and Davao del Sur are set to be turned-over this year.
