Project implementers train on gender analysis

“To continually mainstream Gender and Development (GAD) in PHilMech, enhancing skills in gender analysis is important.” GAD Executive Committee Chairperson Nelson C. Santiago emphasized this during the Training Workshop on Community-level Gender Analysis (GA) Tools.

Thirty (30) project implementers (17 females; 13 males) completed the training-workshop on September 10-11, 2024 at the PHilMech training hall, organized by the GAD Secretariat.

The training-workshop resource person, Gender Consultant Jemelle Z. Milanes introduced three Gender Analysis Frameworks: Harvard Analytical or Gender Roles Framework, Moser Gender Planning Framework, and Longwe’s Gender Equality and Women's Empowerment Framework (GEWEF).

"Gender analysis is key to gender mainstreaming, identifying and understanding the different roles of men and women, the issues or gaps, and what activity to take," significant points from Milanes during her lecture.

GAD Focal Person, Bezt Gee S. Magararu also emphasized that gender analysis is gender mainstreaming's first step and to improve further the gender aspect of the agency project when it comes to preparation of gender report and action plan.

In his opening remarks, Bartolome S. Tesorero Jr., acting chief of Technology Management and Training Division (TMTD) shared that during the implementation of the projects in the previous years, the focus was mainly in the intervention without much looking into the gender aspect. But through the workshop, Tesorero pointed out that a lot of opportunities for men and women can be achieved with the proper use of gender analysis tools.

“Meron palang process na dapat sundan at may mga tools na dapat gamitin sa gender analysis. Mahirap siyang gamitin sa una pero with the proper use and consistent application, sa tingin ko ay matututunan namin at magiging maganda yung output na aming ide-develop na training modules designed equally for women and men,” Tesorero added.

Tracy C. Esteban, science research analyst from Food Protection Division also mentioned how important the training is, as it serves as a basic foundation in understanding the project assigned – especially for new employees like her.

The GAD Consultant guided the participants on using gender analysis tools that they can integrate into their respective projects, specifically in determining the target beneficiaries' needs and concerns at the ground level.
