PHilMech taps SCUs extension delivery system
by Rodolfo P. Esitogy, Ph.D (January 24, 2013)

Research results from R&D agencies remain useless until these reach the intended users. For this, there is a need to channel these results to extension delivery systems.

State Colleges and Universities (SCUs) are mandated to do four fold functions of instruction, research, extension and production. They have extension delivery system that links research results to their clients. The SCUs can be strategic allies in reaching out to the grassroots.

Banking on this premise, PHilMech taps the SCUs extension delivery system in the spread of postharvest and mechanization knowledge, technologies and information throughout the country. The SCUs have direct reach to the grassroots level and other publics and have relative proximity to clients and other customers.

A memorandum of agreement (MOA) with selected SCUs was forged recently to institutionalize an enabling mechanism to enhance the extension delivery system of the SCUs. Initially, 11 institutions forged ties with PHilMech during the recently concluded seminar workshop on information, technology and training needs assessment on postharvest and mechanization among SCU collaborators on December 4-6, 2012 at PHilMech headquarters at CLSU Compound, Science City of Munoz, Nueva Ecija.

The 11 SCUs include the Central Luzon State University (CLSU), Benguet State University (BSU), Nueva Vizcaya State University (NVSU), Pampanga Agriculture College (PAC), Camarines Norte State College (CNSC), Bicol University (BU), Bataan Peninsula State University (BPSU), Aklan State University, Central Mindanao University (CMU), Misamis Oriental State College of Agriculture and Technology (MOSCAT), University of South-eastern Philippines (USeP).

The agreement spells out the provisions of the collaborative project which includes for areas namely developing and enhancing capabilities of a cadre of experts in postharvest and mechanization at the SCUs, establishments of technology demonstration centers, establishment of postharvest and mechanization section at the SCU Extension Service and provision of farm and business advisory services to farmers groups, entrepreneurs, processors, traders, millers and other interested parties.
