BPRE kicks-off activities for PMS-OPES implementation

The Bureau of Postharvest Research and Extension (BPRE) has started the preparatory activities in adopting the Performance Management System-Office Performance Evaluation System (PMS-OPES) in compliance with the Memorandum Circular No. 7 Series of 2007 of the Civil Service Commission (CSC) mandating the full implementation of PMS-OPES in all government agencies by 2010.

The BPRE officials initiated the activities with a review and calibration writeshop at Hotel Dominique, Tagaytay City on November 16 to 18, 2009.

The three-day writeshop was attended by the BPRE Executive Committee (EXCOM) members headed by Executive Director Ricardo L. Cachuela and Deputy Executive Director Rosendo S. Rapusas.

Director Jesusa B. Censon and Mr. Harold C. Enrico of the CSC Cabanatuan Field Office, together with Ms. Dulce J. Cochon of the CSC Regional Office provided the technical assistance and guidance during the workshop.

The writeshop was set to review the OPES Reference Tables prepared by all units of the BPRE while enhancing the participants' grasp of the PMS-OPES.

Prior to the writeshop, the HRMD-FAD conducted its own preparatory activities including a pilot testing of the OPES with the Human Resources Management Division's (HRMD) OPES reference table as the output. The seven departments of the bureau also crafted their respective OPES reference tables on separate workshops.

The PMS-OPES was proposed by the CSC in response to the pressing demand to review and improve the existing performance evaluation system and procedures in the government service. The new system aims to create a culture of individual and collective efficiency, productivity and ultimately, performance based security of tenure for public servants.

PMS-OPES uses a point- system to measure the collective performance of individual within an operating unit. It may be linked and used along with the existing Performance Evaluation System (PES) and Career Executive Service Performance Evaluation System (CESPES) to measure individual performance.

As agreed during the workshop, BPRE is scheduled to pilot- test the agency's OPES reference table on April to June 2010 prior to full implementation.

The said three-day writeshop was spearheaded by the HRMD.
