PHilMech and Korean partners hold 3rd PSC meeting for AMDPC project

"What was once a wild dream years ago is now a reality, especially every time I pass by and see the Agricultural Machinery and Prototyping Center (AMDPC). It's more than just a building to us; it represents our solidarity and unshakable commitment to each other, providing Filipino farmers with the quality service and intervention they deserve," PHilMech Director Dionisio V. Alvindia, stated in his welcome remarks, highlighting the significance of AMDPC as a testament of the fruitful partnership between PHilMech and its Korean collaborators.

In a concerted effort to enhance local capability in designing, developing, and manufacturing agricultural machinery, PHilMech, together with its Korean partners, held the third Project Steering Committee (PSC) meeting and workshop on June 25, 2024, at the FOS Conference Room, DA Central Office in Quezon City.

The Korea International Cooperative Agency (KOICA) reaffirmed its commitment to supporting the Philippine government’s food security and farm mechanization efforts. KOICA Director Kim Eunsub emphasized the value of their collaboration, stating, "Our long-standing partnership with the Department of Agriculture has been a cornerstone of our progress, particularly in the area of farm mechanization. This collaboration has enabled us to introduce modern technologies and improve productivity across the agricultural sector."

Director Alvindia highlighted the AMDPC’s role in local manufacturing and fabrication, noting significant progress towards innovation and operational efficiency. The AMDPC, with a budget of 5.78 million USD, aims to establish itself as a hub for developing new agricultural machinery technologies and prototypes, ultimately providing farmers with locally-manufactured, high-quality, and affordable equipment.

During the meeting, discussions focused on reviewing project milestones and operational plans presented by key stakeholders such as Dr. Choi Kyuhong of KOICA-Project Management Consultancy (PMC) and Ms. Arlene Joaquin of PHilMech. Progress includes completing the AMDPC building and advancing technology development through collaborations with the Technical Working Group (TWG). The R&D and commercialization flow chart of AMDPC activities has been established, with TWG activities including the development of 12 machines and 5 workshops.

Initiatives such as prototype testing for various machines and capacity-building efforts through training programs underscore PHilMech’s commitment to technological advancement in Philippine agriculture. Local manufacturing groups are making strides in prototype testing and technology improvement, focusing on machines such as the cassava planter, coffee de-pulper, coffee sorter, rice straw bailing machine for small-hold farmers, mechanical soil digger, and the full scale computer vision system for mango sorting.

Future plans include expanding technology adoption nationwide, enhancing safety features in machinery, and fostering collaboration with local manufacturers to boost R&D efforts. The upcoming midyear project review in August 2024 will further assess progress and set the stage for future activities under the AMDPC project.

Director Alvindia said, "The AMDPC has expedited our designing and fabrication by 50%, meaning less time, easier work, and increased productivity. It’s pivotal for a sustainable future in Philippine agriculture, advancing local fabrication and empowering farmers with affordable mechanization solutions.” He highlighted that with AMDPC, the Philippine agriculture will propel forward, as being fueled by the enduring partnership with Korean allies.

As PHilMech continues to lead in agricultural innovation, the commemoration of Korea-Philippines' 75 years of diplomatic ties, alongside the 30th anniversary of KOICA in the Philippines, further strengthens KOICA’s initiatives in the country. These milestones stand as evidence of a deepened partnership and a joint commitment to enhance food security and advance agricultural technology in the Philippines.

The meeting was attended by PSC members, including DA Assistant Secretary Arnel V. De Mesa, DA Special Projects Coordination and Management Assistance Division Chief Angelita Martir, PMC led by Dr. Yoon Haejin, and other PSC representatives.
