  • Office Of The Director (OD)

    General Function:

    The Office of the Director shall exercise general executive control and supervision over the work and financial plans of the agency.


    Functions:
    • General executive control and supervision over technical and administrative operations
    • Oversees efficient implementation of programs, projects and activities (PPAs)
    • Leads/spearheads the negotiation and coordination with local and foreign funding institutions for the implementation of the Agency 's programs and projects
    • Represents the Office of the DA Secretary in negotiations, discussions and undertakings in so far as postharvest and mechanization are concerned
    • Leadership in developing and operating a network of institutions in postproduction and agricultural mechanization research, development and extension, including postharvest development services; and
    • Other related functions as may be necessary for effective policy implementation of PHilMech and its status as an attached agency of the Department of Agriculture
  • Agricultural Mechanization Division (AMD)

    General Function:

    Applies agricultural engineering principles and techniques to develop efficient, cost-effective and environment-friendly processes, instruments, tools, machines and facilities for mechanization of agricultural crop production and post-production that minimize human drudgery, increase productivity, minimize losses and maintain crop quality.


    Functions:
    • Conduct Research and Development (R and D) on farm machineries for tillage, seeding and planting, fertilizer application, pest control, harvesting and transport;
    • Conducts R and D on equipment for harnessing solar and wind energy for agricultural postproduction and mechanization;
    • Conducts R and D on postproduction operations and equipment for threshing, shelling, drying, milling, storing and handling agricultural crops
    • Provides technical expertise in the areas of agricultural crop production and postharvest mechanization and energy
    • Conducts research and development on instruments, sensors and control systems for operating, monitoring and controlling agricultural production and postproduction equipment and facilities;
    • Conducts research and development on instruments and sensors for assessing agricultural crop quality;
    • Provides technical expertise on the areas of agricultural instrumentation and controls.
  • Bioprocess Engineering Division (BPED)

    Functions:
    • Conducts research and development on the utilization of agricultural commodities and wastes into value-added products for agricultural and industrial use;
    • Identify and characterize hazardous residues of agricultural wastes and effluents and recommend proper management practices to ensure safety from contamination; and
    • Provides technical expertise in the areas of agri-waste utilization and hazardous residue
    • Undertakes research on emerging and innovative thermal and non-thermal processing technologies to produce nutritious and safe food products.
    • Conducts research on physical, chemical and rheological properties of food commodities critical on optimization of food processes, design and product development
    • Develops appropriate/novel packaging and storage technologies for fresh and processed foods to preserve the quality and prolong product shelf-life
    • Undertakes collaboration with the food industry to enhance existing food products and develop novel foods using emerging technologies and processes
    • Provides technical expertise in the areas of food process engineering.
  • Food Protection Division (FPD)

    General Function:

    Generates, validates or develops technologies that address pests, diseases, chemical and physiological problems in preserving the quality, extending shelf life, ensuring safety and reducing losses of agricultural and fishery products.


    Functions:
    • Generates , validates or develops ecologically, environmentally and socially acceptable technologies and programs in preserving the quality, extending shelf-life, ensuring safety and minimizing losses of agricultural and fishery products;
    • Establishes information on the ecology and control of postharvest pests that are affecting economically important agricultural and fishery products;
    • Studies pest monitoring techniques / systems to increase predictability and effectiveness of pest control methods;
    • Develops insect identification methods through molecular approach;
    • Studies naturally occurring active botanical / pesticidal materials as alternative control method;
    • Develops biological and physical methods to control insects and vertebrate pests of agricultural and fishery products;
    • Determines levels and mechanisms of insect resistance to chemical and non-chemical control methods to ensure efficiency of control;
    • Conducts studies on pest concerns or problems (i.e. pesticide residue and other contaminants) associated with deterioration, food quality, safety and losses as basis in developing agricultural practices, policies and mechanization technologies;
    • Provides technical expertise on insects and vertebrate pests
    • Conducts studies on pest concerns or problems associated with deterioration and losses of agricultural and fishery products as basis in developing mechanization technologies;
    • Conducts studies on pest concerns or problems (ie. pesticide residue and other contaminants) associated with deterioration, food quality, safety and losses of agricultural and fishery products as basis in developing agricultural practices, policies and mechanization technologies;
    • Assesses the occurrence, nature, extent and magnitude of toxin contamination problems in agricultural and fishery products;
    • Establishes information on the biology, ecology, epidemiology and control of critical diseases that are affecting economically important agricultural and fishery products;
    • Conducts studies on prevention and control of microbial contaminants in agricultural and fishery products to ensure food safety;
    • Develops molecular techniques for rapid detection, characterization and identification of microbial biological agents and pathogens;
    • Develops biological and other safety materials and methods to prevent and control postharvest diseases, and extend shelf-life of agriculture and fishery products;
    • Conducts biological and physical characterization of agricultural and fishery products and assess subsequent influence of various factors of food deterioration and losses as a tool in developing / improving mechanization technologies;
    • Conducts risk assessment studies for establishment of acceptable levels of toxin and toxic metabolites;
    • Establishes critical chemical concerns or problems associated with food quality and safety as basis in developing agricultural practices and mechanization technologies;
  • Laboratory Services Division (LSD)

    Functions:
    • Ensures compliance of samples based on requirement of concerned laboratory
    • Ensures traceability of samples submitted to laboratory from receipt to release of results to customers
    • Secures permit/license necessary for procurement and/or use of chemicals and equipment
    • Maintains records of use of chemicals and other materials needed in securing permit/license
    • Safe disposal of hazardous samples, chemical and biological wastes of the laboratory
    • Establish and Implement Quality Management System
    • Provides chemical testing services pertinent to the Center’s research concerns
    • Develops/improves/validates chemical assessment methods
    • Provides scientific expertise and technical knowledge on chemistry related analytical concerns
    • Maintains laboratory facilities and equipment
    • Establish and Implement quality assurance program
    • Provides pest and disease diagnostic services and recommendations for control
    • Provides microbial testing and insect identification services
    • Develops/improves technique for mass rearing of insects
    • Develops/improves/validates biological assessment techniques
    • Provides technical knowledge on bio-related analytical concerns
    • Monitors resistance status of pests to agricultural chemicals by using established methods
    • Maintains/catalogues insect and microbial cultures
    • Maintains laboratory equipment
  • Enterprise Development Division (EDD)

    Functions:
    • Monitors and evaluates the operationalization of postharvest and mechanization interventions and recommends measures to accelerate their sustained utilization;
    • Examines the requirements of potential investors to transform the strategic postharvest and mechanization interventions into viable enterprises;
    • Develops, maintains and updates a postharvest and mechanization database for policy development and investment planning;
    • Provides technical services to potential entrepreneurs such as but not limited to site validation, gathering of relevant data, preparation of pre-feasibility studies and to link them with other government and non-government organizations for other support and services needed.
    • Prepares business plan/financial studies for existing entrepreneurs interested to engage/expand their operation in postharvest and mechanization-related business;
    • Identify, maintain and sustain postharvest and mechanization technology-based enterprise models that will serve as social laboratory;
    • Undertakes specific action to provide solution to problems arising from the establishment of postharvest and mechanization enterprise including assistance to enable entrepreneurs to complete the requirements in availing credit, projects and other services provided by other government and private organizations.
    • Prepares business plan/financial studies for existing entrepreneurs interested to engage/expand their operation in postharvest and mechanization-related business;
    • Identify, maintain and sustain postharvest and mechanization technology-based enterprise models that will serve as social laboratory;
    • Undertakes specific action to provide solution to problems arising from the establishment of postharvest and mechanization enterprise including assistance to enable entrepreneurs to complete the requirements in availing credit, projects and other services provided by other government and private organizations.
    • Provides coaching and mentoring services to entrepreneurs who adopt and invest in appropriate and emerging postharvest and mechanization technologies to ensure profit maximization;
    • Provides other technical services to new and existing entrepreneurs such as but not limited to specific entrepreneurship training, provision of business advisory and linkaging with other agencies for other assistance such as product development, analysis, certification, registration, promotion and marketing.
  • Technology Management And Training Division (TMTD)

    Functions:
    • Develop capacities of agricultural extension service and other change agents
    • Disseminate research results or knowledge products by way of classroom/lecture-type training
    • Develops and maintains a critical mass of experts on postproduction and mechanization.
    • Undertakes Technology Assessment Protocol (TAP) on developed technologies if ready for promotion
    • Packages and demonstrates integrated systems (IS) of technologies
    • Conducts hands-on apprenticeship in putting up and making the integrated system work
    • Manages intellectual property rights of agency- generated technologies
  • Applied Communication Division (ACD)

    General Function:

    Facilitates Research and Development (R and D) results diffusion and utilization by using appropriate communication channels and modern information and communication technologies (ICT).


    Functions:
    • Prepares and produces information, education and communication materials
    • Packages R and D results into scientific publications (PH journals, etc.) and other Information and Communication Technology (ICT) formats
    • Provides prototype Information, Education and Communication (IEC) materials to the Agricultural Extension Service (AES) and other intermediaries
    • Conducts information and education campaign through tri-media
    • Orients and briefs PhilMech’s visitors and conducts in-house and industry exhibits
    • Facilitates the systematic access and retrieval of R and D results through the Scientific Literature Services (SLS)
    • Provides communication support services (writing assistance, editing, artworks and graphic designs , documentation)
    • Designs and updates the agency web site
  • Socio-economic And Policy Research Division (SEPRD)

    Functions:
    • Conducts state-of-the-art/benchmark studies on postproduction and agricultural mechanization to identify critical issues and concerns where interventions are essentially needed;
    • Analyzes, develops and/or evaluates mechanization and postharvest systems suitable to specific conditions in terms of sustainability and equity indicators ;
    • Conducts researches on the socio-economic aspects f agricultural mechanization and postharvest systems and technologies (level of stakeholders participation, supply chain organizations, support structures, cost-benefit assessment as well as environmental, social and economic competitiveness) to ensure easier integration to existing conditions and sustainability of adoption;
    • To a limited extent, provides technical expertise to facilitate the dissemination of new information on mechanization and postharvest systems by serving as resource persons to trainings and other forums
    • Reviews, analyzes and/or formulates policies that will create conducive environment for the productive participation of stakeholders involved in mechanization and postharvest sector;
    • Conducts adoption and impact studies of technologies and delivery support services as part of a continuing assessment of the status of agricultural mechanization and postproduction in the country;
    • Undertakes socio-economic modeling and analysis of various factors influencing the postharvest and mechanization aspects of various agricultural and fishery commodities;
    • As the need arises, provides technical expertise to facilitate advocacy of newly-formulated policies in mechanization and postharvest.
  • Planning, Management And Information Technology Division (PMITD)

    Functions:
    • Facilitates, coordinates and prepares all the planning and project development outputs being required by other entities from the agency;
    • Conducts Industry consultations and rapid appraisal for problem identification, RDE Agenda formulation, policy directions and for the formulation of short-, medium-, and long-range plans for recommendation to top management;
    • Conducts brainstorming sessions, technical workshops and conferences in support to planning and project development activities;
    • Manages, maintains and develops the information system database requirements of the agency, which also includes management of hard wares;
    • Facilitates, coordinates and prepares all planning, project development, monitoring and evaluation activities and outputs, and manages all the information system requirements of the agency.
    • Transforms generated R and D data into databases, information systems and related outputs
    • Maintenance of computer hardware and accessories, LAN, information systems, internet services including web site, mails and communications facilities
    • Industry consultations and rapid appraisal for problem identification, RDE Agenda formulation, policy directions and formulation of short-, medium-, and long-range plans for recommendation to top management
    • Coordinates and facilitates the different planning outputs being required by mother agency and other concerned offices in support of Postharvest Development and Mechanization
    • Provides guidelines, standards, forms and other assistance to different divisions and prepares the overall agency physical and financial plans
    • Facilitates presentation and approval of agency physical and financial plans to concerned offices in coordination with the Finance Division
    • Coordinates and facilitates review and approval for funding of agency projects and activities
    • Monitors, verifies and evaluates agency PPAs vis-à-vis targets
    • Prepares agency accomplishment and performance reports for internal and external use
    • Organizes and facilitates the conduct of project evaluation meetings, in-house reviews and monitoring and evaluation workshops;
    • Prepares and recommends systems improvement and standard operating procedures.
  • Finance Division (FD)

    Functions:
    • Ensures propriety, reasonableness and compliance of all financial transactions with government accounting and auditing rules and regulations
    • Maintains/Prepares and updates agency’s book of accounts, trial balance, balance sheet, income statement and other financial reports and records
    • Formulates and implements appropriate control mechanisms for the agency’s physical and financial resources;
    • Determines the existence of lawful appropriation and monitors sufficiency of funds and availability of inventory of supplies, materials and equipment; and
    • Submits accountability reports and other financial reports required by agencies in government
    • Leads preparation of and coordinates timely release of agency regular/supplemental/ special budgetary requirements
    • Determines existence of lawful appropriations and allocates funds by sources and monitors utilization by programs/divisions/offices of the agency
    • Prepares and submits financial and other accountability reports relative to budgeting
    • Adopts and implements system of collection, deposit and disbursement of funds in accordance with government rules and regulations
    • Prepares and submits financial and other accountability reports relative to cashiering
    • Maintains petty cash fund for agency operational expenditure requirements
  • Administrative Division (AD)

    Functions:
    • Conducts manpower planning, recruitment and placement activities
    • Designs and implements the agency’s personnel benefits and relations program
    • Coordinates and implements the agency’s manpower development program and activities
    • Formulates suitable human resource mechanisms and conducts continuing studies and systems review to update or improve them
    • Maintains and updates a systematic file of all personnel records and movements.
    • Ensures proper custodianship and disposition of all agency properties
    • Coordinates/Implements the agency’s procurement activities
    • Leads the periodic inventory taking and maintains and updates a systematic file of all fixed assets and individual accountabilities;
    • Ensures adequacy / ready availability of supplies and other needed provisions
    • Maintains and monitors the adequacy and responsiveness of the property and procurement information system of the agency.
    • Ensures the proper maintenance of the agency’s infrastructure and transport facilities and their compliance with safety requirements;
    • Oversees the adequate and timely provision of all requisite transport, security, maintenance, fabrication janitorial and repair services; and,
    • Operates the agency’s Dormitory and Training Center and coordinates their utilization by internal and external clients
